The P+ Action Plan is based on Prague’s Sustainable Mobility Plan and sets out specific targets for developing sustainable transport between 2025 and 2026. It includes a list of key cycling infrastructure sections that are supposed to be implemented during this period, as well as the amount of funding allocated for their construction. From the approach of the current city leadership, it is clear that it does not intend to comply with it.

In addition to insufficient funding, there is also a problem with coordination and implementation of projects, and with how the city prioritizes the development of cycling infrastructure.
Out of the key routes that were supposed to be prepared and completed by 2026, only three have been finished so far: the extension of route A1 in Radotín, the construction of route A3 in Kolovraty, and the reconstruction and extension of route A2 near Přístaviště. At the same time, other cycling projects—often of marginal importance or lacking clear strategic relevance—are being implemented earlier than the declared priority sections. The result is a fragmented “salami-slicing” approach and still an incomplete backbone network of cycling routes.
Another issue is that some projects already have valid building permits but are not included in the budget (for example, the cycling path through Kunratice Forest has had no funding for two years). As a result, there is a risk that construction permits will expire and the entire preparation process will have to be repeated.
This year, the following sections are planned for implementation: Pitkovice–Benice, Letňany cycling corridors, Březiněves–Třeboradice (Třeboradice section), Cholupice–Dolní Břežany, Nádražní–U Královské louky (reconstruction of a sidewalk for cycling use), and the extension of cycling path A225 along the Košík reservoir.
