Adopting U.S. automobile standards would endanger lives in Europe, warn cities and civil society

EU officials should reconsider the rushed trade deal with the U.S., in which the EU indicated it “intends to adopt” lower American vehicle standards — warn cities such as Paris, Brussels, and Amsterdam, along with more than 75 civil society organizations.

In a letter to lawmakers, they highlight that aligning European rules with the looser U.S. standards would undermine the EU’s global leadership in road safety, public health, climate policies, and competitiveness.

Road safety at risk

The summer agreement states that “with regard to vehicles, the U.S. and EU intend to adopt and mutually recognize each other’s standards.” However, EU vehicle safety regulations have helped reduce road fatalities in Europe by 36% since 2010. In contrast, during the same period, road deaths in the U.S. increased by 30%, pedestrian fatalities by 80%, and cyclist deaths by 50%.

Europe mandates life-saving technologies — such as pedestrian protection, automatic emergency braking, and lane-keeping assist systems. Some fundamental pedestrian safety features — like front crumple zones and the prohibition of sharp edges — mean vehicles like the Tesla Cybertruck are banned in Europe.

“Europe has earned a reputation as a pioneer of robust vehicle standards. Adopting weaker American standards would erase decades of progress,” the letter’s signatories warn. They describe the potential consequences for European road safety as “critical.”

Air quality and public health under threat

From 2026, the EU plans to limit harmful pollution from brake and tire wear. While the EU tightens emission standards, the U.S. is reportedly loosening such rules. Adopting weaker U.S. standards would increase European exposure to pollutants linked to asthma, cancer, and various cardiovascular and neurological diseases.

Threat to European jobs

Major European carmakers such as BMW, Mercedes, and Stellantis already produce vehicles in the U.S. according to European standards — especially larger SUVs. If lower U.S. standards were adopted, they could manufacture to U.S. rules and export these vehicles back to Europe, potentially shifting production from Europe to the U.S. and risking large-scale job losses in the European automotive sector and supply chains.

Ending existing import loopholes is crucial

The European Commission is reportedly preparing to tighten rules on Individual Vehicle Approval (IVA), which is currently exploited — thousands of oversized U.S. pickups have entered European roads without meeting key EU safety, emissions, and climate standards. Broadly adopting U.S. standards would open the door to a wave of such unsafe vehicles.

The letter urges EU lawmakers to reject the plan to adopt American vehicle standards under the joint statement and publicly affirm that European norms should not be subject to any negotiation.
