A city that truly serves everyone. Vienna as a gender-inclusive metropolis

Feminist geographer Jane Darke wrote that “cities are patriarchy carved in stone, brick, glass and concrete”. Urban planning reflects the socio-economic and cultural values, and even the standards of beauty, of a particular society at a particular time. Even in the 21st century, we live in a world designed by men and for men. Cities are the embodiment of systemic inequalities, privilege and power relations.

On the occasion of International Women’s Day, let’s ask ourselves how we can change this. When creating welcoming and inclusive cities, we must consider all their inhabitants’ needs. For a positive example of a metropolis that does this, we don’t have to go far. Just look to Vienna. All aspects of public life in the Austrian capital, including transport and language, are influenced by the intention to be an inclusive and gender-neutral place. What does this look like in practice?

If you walk around Reumannplatz, one of Vienna’s most famous squares, you will probably see an outdoor platform with the distinctive sign Mädchenbühne (girls’ stage). The large stage, which is open to everyone, was requested as a performance space by girls from a nearby school when asked what they would like from a district. Hence the name.

A city without barriers

The girls’ scene combines sports fields, playgrounds and more than 50 new trees in a square that underwent a gender-sensitive redesign in 2020. The strategy Vienna uses to achieve gender neutrality is called “gender mainstreaming.” Ursula Bauer, head of the department tasked with implementing it, describes it as a tool to achieve equality in society based on equal structures, settings and conditions for women and men.

Vienna has separate infrastructure for male and female cyclists.

In practice, gender mainstreaming takes many forms, such as ensuring that institutions communicate in gender-sensitive language or that public transport places reserved for parents feature illustrative pictures of men – parents with children. When visiting Vienna, you may also notice the wide sidewalks for parents moving around the city with strollers and children, or that most of the city, including the entire public transport network, is wheelchair-accessible.

Men for Men

Another key area is urban planning. Urban planner Evva Kail played a major role in making Vienna one of the first cities to take gender into account when designing its public spaces. Inspired by feminist urbanism, she began researching the topic 30 years ago and managed to secure funding and political support to make it a priority.

Kail began collecting data on how and by whom Vienna’s public spaces were used, and found that women’s needs were rarely taken into account. And that the predominantly male urban planners based their designs on men’s interests and their everyday life experiences.

For example, she noticed that parks lacked insight into the needs of teenage girls in particular, and she and her team worked with them to understand how to make these spaces more attractive to them. Instead of one football field, several smaller sports fields with different focuses were created, and more benches and hammocks were added. A very important detail is the public toilets.

Rovnost pro všechny

Nové návrhy parků, které byly testovány v šesti pilotních projektech v letech 1999 a 2000, se také zabývaly obavami mnoha žen o bezpečnost. „Dali jsme si pozor na to, aby hlavní cesta byla vždy dobře osvětlená, vedla pokud možno rovně, a nebyla zarostlá ani těsně lemovaná keři,” říká Kail. Výsledky se dostavily téměř okamžitě. Parky začalo využívat více dívek k většímu množství aktivit. Každý nový nebo zrekonstruovaný park ve Vídni se nyní řídí stejnými principy.

Velká část města je bezbariérová, stejně jako MHD

Někdy jsou ale vídeňská veřejná prostranství účelově využívána ke zviditelnění žen. Například v městském developerském projektu Seestadt Aspern je většina ulic, náměstí a parků pojmenována po ženách, jako malý protipól k historicky převažujícímu pojmenování po mužích.

Hlavní město Rakouska je na top příčce genderové rovnosti ve střední a západní Evropě. Již v 70. letech minulého století tu fungovalo mnoho aktivních ženských skupin. Rakousko mělo v průběhu minulých desetiletí řadu sociálnědemokratických vlád, které investovaly do vytváření sociální rovnosti. Nekončí to ale jen u pohlaví. Politické podpoře se ve Vídni těší i LGBTQ komunity.

Díky, Eurovize…

Berni Ledinski, vídeňský koordinátor QueerCityPass, turistického průvodce po queer-friendly institucích a podnicích, říká, že „Vídeň je opravdu bezpečný prostor pro queer lidi. Nabízí nejen pestrou škálu queer-friendly kaváren, barů, obchodů a muzeí, ale správa města má i své vlastní oddělení zaměřené na boj proti LGBTQ diskriminaci.“

Pro Ledinského bylo zásadním momentem pro queer komunitu hlavního města, když Thomas Neuwirth vyhrál v roce 2014 Eurovizi jako Conchita Wurst. “Určitě to mělo opravdu velký dopad a marketingové kampaně začaly zobrazovat páry stejného pohlaví,” vysvětluje. Vídeň začala intinzivně prosazovat zviditelnění queer komunity ve veřejném prostoru, například na semaforech pro chodce najdete dva panáčky stejného pohlaví.

I taková drobnost jako pánáčci na semaforu se počítá

Vídeň má také od roku 2021 první transgender přechod pro chodce. Nachází se v blízkosti Vídeňské všeobecné nemocnice, která je také jediným transgender zdravotnickým zařízením v zemi. „Kvůli covidu se vyskytlo mnoho problémů se zdravotní péčí o trans lidi a mysleli jsme si, že by to bylo skvělé vyjádření solidarity,” říká Dominique Mras, která s nápadem přišla.

Mras, členka parlamentu v 9. vídeňském obvodu odpovědná za diverzitu, upozorňuje, že růžovomodrobílý přechod získal podporu všech politických stran, včetně té konzervativní. Vídeň se zkrátka netváří, že v ní bydlí jen jedna homogenní skupina obyvatel a snaží se být přátelským městem pro všechny bez rozdílu. Inspirujeme se?
